Flávio Bolsonaro Trades 60 Million Voters in Brazil for Vorcaro's R$60 Million in the United States

Defeated with 59,826,041 votes on the 25th, the senator left the country on the 28th through Puerto Iguazú and landed in Miami, a day after Moraes canceled his passports. The PF says Daniel Vorcaro paid R$60 million of the R$131 million Flávio asked for the film Dark Horse, and traced US$12.33 million sent to a U.S. fund. Flávio denies everything and has not yet been indicted.

The two sixty millions

Infographic: 59,826,041 voters in the runoff and R$60 million paid by Vorcaro according to the PF, with the origin of each number

The first is in votes. On Sunday, October 25, the Superior Electoral Court (TSE) proclaimed the runoff result: Lula reelected with 64,256,232 votes, 51.79% of valid votes, and Flávio Bolsonaro second, with 59,826,041, or 48.21%. He fell 174,000 votes short of the round mark of 60 million. No defeated presidential candidate in the country's history has had so many votes.

The second is in reais, and comes from a Federal Police (PF) report in the Banco Master case, whose secrecy Justice André Mendonça of the Supreme Federal Court (STF), Brazil's top court, lifted on September 11. According to Agência Brasil, which read the document, “Flávio asked Vorcaro for R$131 million to produce the film, of which R$60 million would have been paid.” The film is Dark Horse, about Jair Bolsonaro. The PF traced at least seven transfers from the banker's Entre Investimentos to the Havengate Development Fund LP, a fund in the United States, totaling US$12.33 million, and is investigating whether part of the money financed Eduardo Bolsonaro's stay in the country.

Three days after the ballot box, Miami

Flávio left Brazil between the night of Tuesday, October 27, and the morning of Wednesday, October 28. According to Gazeta do Povo, he went by van to Puerto Iguazú, in Argentina, boarded a Baires Fly jet with his wife and daughters, stopped in Guayaquil and landed in Miami around 10:20 a.m. He entered Argentina over the Tancredo Neves bridge with an Italian passport, Estado de Minas reported, based on Argentine immigration records.

The trip came a day after Justice Alexandre de Moraes ordered his regular and diplomatic passports canceled, on October 27, because the senator had not handed them over to the PF by the deadline. The PF report, according to Gazeta do Povo, had already warned of the risk of a long stay abroad, with his own resources and the support of a lawyer who has lived in Miami for two months. The sources diverge on one detail: Gazeta do Povo says he entered the United States with the Italian passport; Estado de Minas, citing O Globo, says U.S. customs recorded the canceled diplomatic one.

What Flávio says

Flávio and Eduardo Bolsonaro deny any irregularity in the financing of Dark Horse. According to Agência Pública, Flávio first called the Intercept's revelation “an activist's lie” and then began saying it was “private fundraising for a private film.” The messages the PF reproduced, according to CNN Brasil, show the senator chasing Vorcaro for late installments in September, October and November 2025, with the banker in a “very difficult moment,” in Flávio's own words, and jailed from November 17. One of them, from November 16: “Brother, there's no half-talk between us. I just need you to give me a sign! Hugs!”

Flávio denies everything and has not yet been indicted. He is under investigation, and the PF does not say the money stayed with him: it says it was paid for the film, that he chased it, and that part of it went on to a fund in the United States. No statement from his defense about the trip was found in the sources consulted; this piece will be updated if there is one.

What the table doesn't say

The two 60 millions do not add up or convert into each other: one is people, the other is money. What the sequence shows is a change of place. The man who received the vote of 59.8 million voters on Sunday decided on Tuesday not to hand over his passports, and on Wednesday he was in Miami. The Vorcaro money that the PF has managed to follow so far is in the same country.
