Abestadão/Congress

Nikolas (PL-MG) has 0 bills of his own passed in 4 years in Congress, and 4 court convictions

Of the 39 bills he has introduced as first-named author since 2023, none became law. The only law carrying his name is a text by Marcel van Hattem signed by 64 deputies, where Nikolas is 46th on the list. In court, he has piled up four civil convictions to pay damages, two of them for transphobia.

Abestadão went through, one by one, the bills on which Nikolas Ferreira, a PL congressman from Minas Gerais, appears as an author in the Chamber of Deputies' Open Data database. There are 52 since he took office in February 2023. On 39 of them, Nikolas is the first signatory, which the Chamber treats as lead authorship; on the other 13, he joined as a co-author. The status of each was read on November 1, 2026.

Of the 39 bills of his own, none became law. Eleven are moving attached to other bills, nine are waiting for a rapporteur to be assigned, seven are “ready for the agenda” of some committee, six are waiting for an opinion, three were shelved, and three reached the Senate and are stuck there. Among the 52, exactly one appears as “turned into a legal norm”: PL 1564/2024, which became Law 14,917 of July 5, 2024, on emergency measures for tourism and culture in Rio Grande do Sul after the floods. The lead author of the bill is Marcel van Hattem (Novo-RS). The list of authors has 64 names. Nikolas is 46th.

The same goes for the rest of his output: 21 constitutional amendment proposals, 3 supplementary bills, 26 legislative decree bills and 11 requests for a congressional inquiry, none converted into a norm.

Why “of his own”

The headline says “of his own” because Law 14,917 exists and carries his name. A deputy who signs a collective text in 46th position neither wrote nor reported it, but can say, without lying, that he is a co-author of a law. That is what his office does. Without the qualifier, the sentence “zero bills passed” would be false, and Abestadão does not publish false sentences to make them stronger.

The survey by the newspaper Estado de Minas, published on February 9, 2026, reached the same place by another route: it counted 62 relevant proposals (bills, supplementary bills and resolutions, constitutional amendments and requests for inquiries) and one approved, a rate of 1.6%, 20th among Minas Gerais deputies. In number of proposals introduced, Nikolas is 14th in Minas; the champion, Pedro Aihara (PRD), has 182. His office told the paper that “the approval of bills in the National Congress depends on factors that go beyond the authorship and quality of the proposals”, cited 1,505 proposals, a number that includes motions, and claimed two approvals. The Chamber records one.

In court

If the count in the Chamber is zero, in the courts it is not. Nikolas was convicted four times to pay damages for pain and suffering. These are civil convictions, not criminal ones.

The last three are first-instance rulings and can still be appealed. There was a fifth, of R$200,000, sought by LGBT associations over a speech against trans people, but the Federal District Court of Justice overturned it in March 2026: it held that the speech, given in the Chamber, was protected by parliamentary immunity. On social media, immunity did not protect him.

The top vote-getter

Nikolas arrived at the Chamber in 2023 as the most-voted federal deputy in the country in the 2022 election. Four years later, what the official database shows is a lawmaker who introduces bills (39 of his own, above the Minas Gerais delegation's average in volume) and does not carry them forward: not one has even made it through the committees to the floor. The political scientists interviewed by Estado de Minas attribute the result to isolation and a confrontational style, which strip him of bargaining power inside the House.

Three bills with his signature are in the Senate and could become law before the end of the legislative term, on January 31, 2027. If that happens, this piece will be updated, with the number and his place on the list of authors.
